Position Overview:
The Manager, Planning and Administration manages and leads procurement planning and budgeting operations. This role is responsible for budget control activities, procurement system development, packaging procurement, development vehicle activity, and AP/AR functions of the Procurement department.
Outline of duties:
- Support sourcing strategies to select the highest quality part and material suppliers.
- Analyze, evaluate, and negotiate quotations with suppliers, supporting staff members.
- Lead and achieve company cost reduction programs to support SIA's profitability.
- Facilitate new supplier evaluation including on-site audits and financial reviews to mitigate risk.
- Communicate daily with Japan to align supplier sourcing activities.
- Establish procedures to accomplish procurement of a variety of materials in a cost-effective manner.
- Prepare and assign purchase orders and change notices to purchasing agents.
- Conduct analysis related to department expense budgets, cost planning, and section ISO procedures
- Analyze current spend and find areas to improve service, reduce costs, and streamline purchasing procedures
- Manage a budget of $5 billion for direct material purchases.
- Manage a budget of $300 million for vendor tooling and packaging
- Implement budget control activities to ensure accuracy of budget. Report budget updates and budget plan vs. actuals with top level management.
- Maintains an understanding of federal requirements (USMCA/CAFE/USMCA/METI/Product Liability).
- Oversees the Accounts Payable/Accounts Receivable functions of Procurement and offers guidance on resolving discrepancies and/or payment issues.
- Oversee service buy activities of $350 million monitoring cost levels and implementation of cost reduction related to service parts.
- Oversee Procurement system development and maintenance.
- Oversee Packaging Procurement activities of $30 million monitoring cost levels and implementation of cost reduction activities related to packaging procurement.
- Oversee development vehicle management activity. Developing sourcing processes and managing sourcing schedules.
- Oversee supplier negotiations for supplier charges (LDS/Expedited Freight/Warranty/Recall).
- Oversee Procurement legal activities including negotiation of supply agreements with each supplier.
- Performs other related duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in supply chain management, Business Administration, related field, or equivalent combination of relevant education and experience
- Five years of relevant experience
- Previous management and/or supervisory experience
Preferred Qualifications:
- Master’s degree in supply chain management, Business Administration, or related field
- Knowledge of vehicle systems and the automotive industry
